2. Assessment Brief

The assessment relates to the hypothetical proposed construction of a student study and learning facility in a town centre. The details below have been invented for the purposes of the exercise. You may presume the site is located in the fictional town of Bywater in the fictional county of Hopshire

Background – The Boot

Bywater is a town with a population of approximately 250,000. Bywater University opened in 1962 as a polytechnic and has a student population of 20,000 mainly pursuing STEM subjects. The university has seen a rapid expansion in student growth numbers in recent years and is projected to reach 25,000 students by 2025. The project is for construction of a new ‘Student Centre’. Bywater University is the client. The local planning authority and University are keen to use the opportunity to promote the regeneration of the town centre, which has been in social and economic decline, and a derelict boot factory in the town centre has been acquired. The town has a proud industrial heritage and the Council and University would like the project to reflect this in a sympathetic way. The building still has a large façade readable as ‘Boots for Bywater’. The University has issued the following working statement of intent: ‘Bywater University has identified a strategic intent to bring about a transformation around a fresh student-centred vision, to improve student facilities across Campus. One of the main projects will be with development of a dedicated Student Centre. We plan to purpose-build the new centre on a piece of land that we call The Boot Site (Currently the project is referred to as The Boot). We have been developing a comprehensive strategic plan of what activities should be in the new centre and we have been engaging with the students to understand what services and support would be of most benefit to them. By engaging with students we wish to gain an in depth understanding of their needs so that The Boot will deliver a genuinely world-class experience

• Total investment is expected to be in the region of £45m to £50m for this project with a commitment over the next 9 months to allow the design development of this project.

• We are looking to The Boot to mix student-facing services with a wide range of social learning and down- time activities. The space will be as flexible and multi functional as can be achieved in the scope of the building envelope and project budget.

• The Boot will fill a gap in the street frontage and will form a much needed transition between the domestic scale of the listed terrace and bulk of The Bywater Theatre next door.

• We expect the lead consultant (architect) to have considerable experience of world-class higher education / customer service centre.

• References and site visits of similar work will be of benefit. The Boot should enhance the student experience and create a new and exciting student experience at Bywater University. Our aims are:

• To transform the student experience at Bywater through a world-class Student Centre offering outstanding facilities

• The Boot will be a state of the art facility that is both a destination venue and also a starting point for a student / visitor to start their journey to the rest of the Campus. Functionality is as important as iconic design and we expect The Boot to be recognised for both. The Boot should showcase our commitment to environmental sustainability.

• To deliver spaces within the building that are flexible and multi function and easily adaptable to the needs of a dynamic institution and which interact coherently with adjacent buildings Above all this new building and the Boot must convey that students are at the centre of its vision and purpose. It is about supporting their needs and their learning.’ End of Statement. Location: To the south, the site adjoins a terrace of listed Georgian townhouses. These are a mix of residential and office use. To the north, the site adjoins the popular 1970’s Bywater Theatre & cafe. Opposite is the University Chemistry building, an arcade of shops and the First Methodist Church of Bywater, which is on the corner of Bywater Park, the main recreational park for the town, through which the river By runs.
