It has evolved from voluntary charity work in the nineteenth century into a regulated, professionalised field grounded in legislation and ethical frameworks. This essay examines the emergence and development of social work in the UK, focusing on its professionalisation, policies, and changing responsibilities. It explores how social changes have shaped the profession, evaluates whether existing regulations meet the needs of social workers, and concludes with recommendations for the profession’s continued development and maintenance.
Historical Emergence and Development of Social Work
The origins of social work in the UK can be traced to the nineteenth century, a period of industrialisation and social inequality. Early forms of social work emerged through charitable organisations such as the Charity Organisation Society (COS), founded in 1869, and the settlement movement led by Toynbee Hall in 1884. These efforts aimed to address poverty, unemployment, and poor living conditions, which were widespread due to rapid urbanisation (Payne, 2020). Early social workers, mostly volunteers, focused on moral guidance and charitable relief rather than structured professional practice.
By the early twentieth century, social work began to formalise through education and policy. The training of almoners (early hospital social workers) and child welfare officers laid the foundation for specialisation. The Poor Law of 1834 and later welfare reforms influenced the shift from charity to state-supported services. The post-Second World War creation of the Welfare State in 1948 was a turning point, introducing public responsibility for social welfare through the National Assistance Act and the Children Act. This institutionalised social work as a profession within public services, moving away from voluntary charity to state employment (Pierson, 2011).
