Large‐scale projects development are exposed to uncertain environment because of such factors: planning and design complexity, presence of various interest groups (project owner, consultants, contractors, vendors, etc.), resources availability (materials, equipment, funds, etc.), climatic environment, economic and political environment and statutory regulations.

Based on the above project development scenario, answer the following questions:

• Discuss how the THREE phases of decision-making process can be implemented for the success of project development in your organisation.

• You are required to choose the right DSS development tools for the DSS application in the organisation. After thorough research about the different types of development tools, you have decided to choose the DSS generator. Discuss the relevant criteria and justify why DSS generator is the most suitable tool for this project development.

The paper is intended to develop your skills for defining and describing contemporary problems, for understanding how government deals with problems, and for choosing and advancing strategies for improving social policies. Such an analysis requires locating up-to-date information and determining the nature of contemporary policy discourse. Your primary focus should be on evolving or recent federal and state social legislation—not on local programs or local social delivery. The policy analysis paper must cover the following topics. The paper could be divided into three parts, with the grade based on the final submission of all three parts presented as a whole.

Part A: Problem:

(1) A Brief Introduction stating the importance of the policy issue for the development of social welfare policy.

(2) A Description of the Issue/Problem that necessitated the policy. What is the nature of the problem? How widespread is the problem? What groups are particularly affected (e.g. the poor, minorities, women)? What are the known or suspected causes of the problem? How will (or does) the policy address the problem?

(3) The Historical Background of the policy. What are the historical antecedents of the policy? How has the problem been defined and handled previously? What is the legislatively history of this policy in Hawai`i? In the U.S.? How has the policy changed over time?

Part B: Policy Description:

(4) A Description of a Policy. How is the policy intended to work? What resources or opportunities does or is the policy expected to provide (e.g.. cash, in-kind services, redistribution of goods and services, empowerment)? Who is or will be covered by the policy? How? How is or will the policy be implemented? What are the policy`s short term and long term objectives and goals? Under what administrative auspices is or will the policy be developed and implemented? Who does or will oversee the implementation of the policy? How is or will the policy be evaluated? What criteria are or will be used to measure its effectiveness?

(5) List the Stakeholders. Identify the individuals and groups concerned about the policy issue and their positions on the matter.
Signature Assignment: This is a required assignment for SW 630classes that will assess students’ demonstration of SWC 5 (cognitive & affective processing).

Part C: Policy Analysis

(6) Policy Analysis. What are the stated goals, purposes, objectives or intent of the policy? What value premises or ideological assumptions underlie the policy? Do they contribute to greater social equality? Is the policy economically feasible? Politically feasible? Administrativelyfeasible?

(7) Use of Equity-based frameworks. How does or will this policy impact on specific populations-at-risk? Choose one population (e.g., women, Native Hawaiians, elderly persons, gays and lesbians, persons with disabilities) and discuss how this policy, from conceptualization to implementation, impacts on the well-being of this selected population.

(8) Consider the Policy Alternatives. What policy alternatives might better achieve the goals? Is the policy worthy of the expenditure of scarce resources?

(9) Conclusions and Recommendations. State each recommendation as an action item and give reasons for the recommendation offered.

The paper should be about 10-15 pages, typed, double spaced. At least 10 properly cited references are expected (APA style).
