What criteria are or will be used to measure its effectiveness?

(5) List the Stakeholders. Identify the individuals and groups concerned about the policy issue and their positions on the matter.

(9) Conclusions and Recommendations. State each recommendation as an action item and give reasons for the recommendation offered.
